WhatsApp Business API Pricing in India (2026): What a Chatbot Really Costs
Meta's per-message WhatsApp pricing explained for India: what's free, what's charged, provider fees, AI costs and GST, with a budgeting example.

TL;DR: A WhatsApp chatbot has up to four costs: Meta's per-message charges for templates, a provider or platform fee, the AI that writes replies, and 18% GST. Replies to customers who message you first are free inside the 24-hour customer service window. Marketing templates cost the most, so broadcast-heavy strategies cost far more than answering incoming questions.
How does Meta charge for WhatsApp messages?
Since July 1, 2025, Meta charges per delivered template message instead of per 24-hour conversation. A template is a pre-approved message you send to start or restart a chat outside the customer service window.
Templates fall into three categories:
| Category | Used for | Relative cost | Example |
|---|---|---|---|
| Marketing | Offers, announcements, re-engagement | Highest | "Diwali sale: 20% off this week" |
| Utility | Updates about something the customer did | Lower | "Your appointment is tomorrow at 11 am" |
| Authentication | One-time passwords | Lowest | "Your OTP is 482913" |
Indian providers reported the marketing rate rising to about ₹0.86 per message from January 1, 2026 (Fyno, MyOperator). Rates change, so check Meta's current rate card before you budget.
What is free?
The customer service window
When a customer messages you, a 24-hour customer service window opens. Inside it, your free-form replies are not charged. For a chatbot that mainly answers incoming questions, this is where most messages happen.
Utility templates inside the window
Under the 2025 pricing update, utility templates sent while a customer service window is open are not charged.
Click-to-WhatsApp ads
Conversations that start from a click-to-WhatsApp ad or a Facebook Page call-to-action open a free entry point window, which lets you reply without template charges for a longer period.
The four costs of a WhatsApp chatbot
- Meta message charges: only for templates, by category and country.
- Platform fee: the tool that connects you to the WhatsApp Business Platform and gives you an inbox, a chatbot builder or both.
- AI usage: the language model that reads your content and writes answers. Some platforms include it, others bill it.
- GST: 18% on platform and Meta charges for most Indian businesses.
Some providers also add a markup on Meta's per-message rate. Ask whether Meta bills you directly or the provider resells messages.
A budgeting example
A dental clinic receives 1,500 WhatsApp enquiries a month and sends 300 appointment reminders.
| Item | Volume | Meta charge |
|---|---|---|
| Replies to enquiries inside the window | 1,500 conversations | None |
| Appointment reminders (utility) outside the window | 300 | Utility rate × 300 |
| Promotional offer to past patients (marketing) | 0 this month | None |
| Platform and AI | One plan | Plan fee |
| GST | On the above | 18% |
The same clinic sending a 5,000-message promotional broadcast would add 5,000 × the marketing rate. The biggest cost lever is marketing broadcasts, not chatbot replies.
How to keep WhatsApp costs down
- Let customers start the conversation. Website buttons, QR codes and click-to-WhatsApp ads open free windows.
- Answer fast. A chatbot that replies inside the 24-hour window avoids paid templates for follow-up.
- Follow up inside the window. Gentle automatic follow-ups sent within 24 hours are normal replies.
- Use utility, not marketing, for transactional messages. Reminders and confirmations belong in utility templates.
- Broadcast to engaged contacts only. Smaller, opted-in lists cost less and get blocked less.
Provider pricing models compared
| Model | How it works | Watch out for |
|---|---|---|
| Meta bills you directly | You add a payment method in Meta Business Manager | You manage the Meta billing account |
| Provider resells messages | You prepay credits with the provider | Markup on Meta's rate |
| Flat plan with message bundle | A set number of messages included | Overage rates |
How InfiBot handles WhatsApp costs
InfiBot connects your own WhatsApp Business number through Meta's Embedded Signup, so Meta bills your account directly at Meta's rates, with no InfiBot markup on messages. The same bot answers on your website and WhatsApp from one knowledge base, and follow-ups are only sent inside the 24-hour window. See plans and pricing and the WhatsApp setup guide.
Template categories: mistakes that raise your bill
Meta reviews the category of every template. A message submitted as utility that contains promotional content, such as a discount code in an order update, can be classified as marketing and charged at the marketing rate.
| Template content | Likely category |
|---|---|
| "Your order #1234 has shipped" | Utility |
| "Your order has shipped. Use code SAVE10 on your next order" | Marketing |
| "Reminder: your appointment is tomorrow at 11 am" | Utility |
| "We miss you! Book a check-up this month" | Marketing |
| "Your login code is 482913" | Authentication |
Keep transactional messages purely transactional, and send offers as separate marketing templates only to people who opted in.
Messaging limits for new numbers
New numbers start with a daily limit on how many customers you can message first with templates. The limit rises as you send more messages with good quality ratings. Replies to customers who message you are not restricted in the same way, which is another reason inbound-led chatbots scale smoothly.
Frequently asked questions
Is the WhatsApp Business app the same as the API?
No. The free app is for manual replies from a phone. Chatbots and multi-agent inboxes need the WhatsApp Business Platform (the API).
Do I pay when a customer messages me first?
No. Your replies inside the 24-hour customer service window are not charged.
Can I use my existing business number?
Usually yes, but a number registered on the WhatsApp app must be migrated to the platform first, and you then reply through the platform rather than the phone app.
Are WhatsApp charges different for international customers?
Yes. Meta's rates depend on the recipient's country code, so messages to customers abroad can cost more or less than to Indian numbers.
How do I see what I'm being charged?
In Meta Business Manager, the WhatsApp Manager insights show delivered messages by category, and the billing section shows charges.
